Abstract:

The Independent Study aimed to study on the cost benefit analysis in the water supply project of Baan Pa Kang village, Sansai district, Chiang Mai province which the Net Present Value (NPV), Internal Rate of Return (IRR) and Benefit-Cost ratio (B/C ratio) were calculated for 20 years investment (A.D. 2018 - 2037).
The result showed that water charge rate of 5 Bath, 8 Bath and 10.20 Bath /unit was not economically feasible but the analysis showed that water charge rate of 10.75 Bath /unit Net Present Value (NPV) is 1,811.25 Baht , Internal Rate of Return (IRR) is 5 % Benefit-Cost ratio (B/C ratio) is 1.00, and the payback period to 12.40 years.
The result of its scale up (1) Drinking water manufacturing project showed that drinking water charge rate of 28 Bath /pack Net Present Value (NPV) is 581,616.72 Baht , Internal Rate of Return (IRR) is 16 % Benefit-Cost ratio (B/C ratio) is 1.05, and the payback period to 3 years. (2) The benefits of the project in replacing the existing water supply of the village result is that most of the 90.27% had water supply demand at Baan Pa Kang Village. For Drinking water most households Recognize and choose to consume Drinking water manufacturing project of the wilderness village is 86.63%
The result of this study is that the rate of water supply used to breakeven can be used as the water tariff of the village. To achieve the sustainability of the project and reduce the dependence of the government. The proper pricing of water will help the public to recognize the groundwater situation. Promote water saving behavior in consumption. It can prolong the life of groundwater resources that are limited to the needs of the future and minimize the impact of natural resources.
