บทคัดย่อ (THAI): การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาแผนการปรับตัวด้านแรงงานของกลุ่มอุตสาหกรรมรถยนต์ญี่ปุ่นในประเทศไทย ด้านศักยภาพและการเพิ่มประสิทธิภาพของแรงงานต่อการเป็นฐานการผลิตอุตสาหกรรมรถยนต์ในประเทศไทยหลังการเปิดประชาคมเศรษฐกิจอาเซียน และศึกษาปริมาณการจ้างงาน ความต้องการแรงงานระดับทักษะต่างๆ รวมถึงแนวโน้มการลงทุนกลุ่มอุตสาหกรรมรถยนต์ของประเทศญี่ปุ่น หลังจากการปรับเปลี่ยนรูปแบบการผลิตรถยนต์ในอนาคต โดยการวิเคราะห์ผลการศึกษาจากวิธีการพยากรณ์เชิงคุณภาพ ผลการศึกษาพบว่าปัจจัยที่ทำให้แรงงานกลุ่มอุตสาหกรรมรถยนต์ต้องมีการปรับตัวทางด้านทักษะฝีมือแรงงานในอนาคต สามารถแบ่งออกเป็น 3 ปัจจัยสำคัญ ได้แก่ (1) ปัจจัยด้านความเปลี่ยนแปลงของอุตสาหกรรมรถยนต์หลังจากการเปิดประชาคมเศรษฐกิจอาเซียน (2) ปัจจัยความเปลี่ยนแปลงด้านรูปแบบเทคโนโลยีของรถยนต์ในอนาคต และ (3) ปัจจัยความเปลี่ยนแปลงของกระบวนการผลิตอุตสาหกรรมรถยนต์ในอนาคต แนวทางการปรับตัวของแรงงานอุตสาหกรรมรถยนต์ในอนาคต จำเป็นต้องมีการเตรียมความพร้อมทางด้านทักษะ ความสามารถ และพัฒนาศักยภาพของแรงงานแต่ละระดับดังนี้ (1) แรงงานระดับวิชาชีพ ได้แก่ การออกแบบผลิตภัณฑ์ขั้นสูง การบริหารการผลิตขั้นสูง การคิดวิเคราะห์ การวางแผนเชิงกลยุทธ์ ความเป็นผู้นำ ความสามารถในการแก้ปัญหา และภาษาต่างประเทศในระดับสูง (2) แรงงานระดับฝีมือ ได้แก่ ด้านเทคนิคเครื่องกล อิเลคทรอนิคขั้นสูง การทำงานกับระบบอัตโนมัติ การคิดวิเคราะห์ ด้านเทคโนโลยีสารสนเทศ และภาษาต่างประเทศระดับกลางถึงสูง (3)แรงงานระดับไร้ฝีมือ ได้แก่ การทำงานเป็นทีม ความรู้เกี่ยวกับความปลอดภัยและมาตรฐานคุณภาพการผลิต การคิดวิเคราะห์ การแก้ไขปัญหา และภาษาต่างประเทศระดับปานกลาง แนวโน้มความต้องการแรงงานกลุ่มอุตสาหกรรมรถยนต์ญี่ปุ่น แรงงานกลุ่มที่ต้องการเพิ่มขึ้นได้แก่ แรงงานระดับฝีมือ และแรงงานวิชาชีพ ทั้งในระดับปฎิบัติการและวิศวกร ความต้องการแรงงานระดับไร้ฝีมือและแรงงานระดับกึ่งฝีมือ เนื่องจากแรงงานกลุ่มนี้จะถูกแทนที่ด้วยเครื่องจักรและเทคโนโลยีการผลิต แนวโน้มภาวะการลงทุนอุตสาหกรรมรถยนต์ญี่ปุ่นในประเทศไทยในอนาคต ยังคงขอรับการส่งเสริมการลงทุนอย่างต่อเนื่อง เนื่องด้วยปัจจัยข้อได้เปรียบของประเทศไทย ได้แก่ ด้านศักยภาพของแรงงานสูง ค่าจ้างแรงงานอยู่ในระดับปานกลาง และตำแหน่งที่ตั้งที่เป็นศูนย์กลางการผลิตและกระจายสินค้าในภูมิภาคอาเซียน คำสำคัญ : การปรับตัว แรงงาน รถยนต์ญี่ปุ่น อาเซียน แนวโน้ม
Abstract: This study aimed to investigate the workforce adaptation plans of the Japanese automotive industry in Thailand about the capacity and workforce enhancement of the automotive industry in Thailand as a production base after the opening of the ASEAN Economic Community. Study of employment demand for labor various skill levels including investment trend among Japanese automotive industry after modifying the production model in the future. The study indicated that factors that make automotive industry labor have to adapt the skilled labor in the future can be divided into three major factors. (1) Factor in the change of the automotive industry after the ASEAN Economic Community. (2) Factor from the change of car propulsion technology in the future. And (3) Factor from the change of the automotive production process in the future. The adaptation of labor in the automotive industry requires preparation skills, ability and development of labor skills. (1) Professional such as advanced production design, advanced production management, analytical thinking, strategic planning, leadership, ability of problem solving, and high level of foreign language skills. (2) Skilled labor such as technical engineering, advanced electrical technique, working with automation system, analytical thinking, information technology, and medium to high level of foreign language skills. (3) Unskilled labor such as teamwork, knowledge of safety and standard quality of manufacturing, analytical thinking, ability of problem solving, and medium level of foreign language skills. Trend of demand for labor the Japanese automotive industry, the increasing labor group were skilled labor and professional, including operating labor, engineering and decreasing in demand for unskilled labor and semi-skilled labor group because these labor are replaced by automation machines and manufacturing technology. The investment trend for Japanese automotive industry in Thailand in the future was still getting the investment promotion continuously due to the advantages of the country such as high ability of the skilled labor, moderate wages and located in the center of manufacturing and distribution in the region.
