การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบทางด้านเศรษฐกิจและสังคมของชุมชนที่เข้าร่วมโครงการ รวมถึงความพึงพอใจของชุมชนที่เข้าร่วมโครงการชุมชนด้านพัฒนาอาชีพของกองทุนพัฒนาไฟฟ้าโรงไฟฟ้าแม่เมาะ โดยทำการสอบถามผู้เข้าร่วมโครงการด้านพัฒนาอาชีพในปี 2558 ด้านเกษตรกรรม 260 คน และด้านการฝึกอบรม 110 คน รวมทั้งสิ้น 370 คน การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา และการให้น้ำหนักของความพึงพอใจลิเคิร์ทสเกล
กลุ่มตัวอย่างที่เข้าร่วมโครงการด้านการเกษตรกรรมเป็นเพศหญิงใกล้เคียงเพศชาย มีอายุเฉลี่ย 49 ปี สถานภาพสมรส จบการศึกษาต่ำกว่าปริญญาตรี อาชีพหลักเป็น พนักงานบริษัท และพนักงานรัฐวิสาหกิจ โดยเข้าร่วมโครงการเลี้ยงหมูมากที่สุด ได้รับเงินทุนเฉลี่ย 226,582 บาท/คน รองลงมาคือการเลี้ยงโคและเลี้ยงปลา โดยได้รับเงินทุนเฉลี่ยคนละ 237,327 บาท และ 213,962 บาท ตามลำดับ ผลกระทบทางด้านเศรษฐกิจของผู้เข้าร่วมโครงการมีการเปลี่ยนแปลงอาชีพหลักจากรับจ้างทั่วไป เป็นเกษตรกร รายได้ครัวเรือนเฉลี่ยเพิ่มขึ้นจาก 214,902 บาท/ปี เป็น 328,018 บาท/ปี เงินออมครัวเรือนเฉลี่ยเพิ่มขึ้นจาก 19,473 บาท/ปี เป็น 94,625 บาท/ปี ทำให้สภาพความเป็นอยู่ดีขึ้นจากเดิมร้อยละ 80.00 กลุ่มตัวอย่างมีโอกาสทางการศึกษาดูงานและการฝึกอบรมมากขึ้น กลุ่มตัวอย่างมีความพึงพอใจในโครงการด้านการเกษตรกรรมในระดับมาก โดยมีความพึงพอใจลำดับที่ 1 ได้แก่ชุมชนมีรายได้ที่เพิ่มขึ้นหลังจากเข้าร่วมโครงการด้านพัฒนาอาชีพ ลำดับที่ 2 ได้แก่ การช่วยเหลือในการดำเนินการโครงการของเจ้าหน้าที่กองทุนฯ และการติดต่อประสานงานของเจ้าหน้าที่กองทุนฯ ตามลำดับ
กลุ่มตัวอย่างที่เข้าร่วมโครงการด้านการฝึกอบรมส่วนใหญ่เป็นเพศหญิง มีอายุเฉลี่ย 48 ปี สถานภาพสมรส จบการศึกษาต่ำกว่าปริญญาตรี อาชีพหลักคือ รับจ้างทั่วไป พนักงานรัฐวิสาหกิจ และพนักงานบริษัท เป็นสมาชิกโครงการเฉลี่ยคนละ 2 ปี สมาชิกที่เข้าอบรมเฉลี่ยครั้งละ 27 คน ส่วนใหญ่เข้าร่วมฝึกอบรมการเลี้ยงสัตว์และการป้องกันโรค ระยะเวลาอบรมเฉลี่ยครั้งละ 2 วัน ผลกระทบทางด้านเศรษฐกิจของผู้เข้าร่วมโครงการมีการเปลี่ยนแปลงอาชีพหลักจาก รับจ้างทั่วไป เป็นเกษตรกร รายได้ครัวเรือนเฉลี่ยเพิ่มขึ้นจาก 220,521 บาท/ปี เป็น 332,103 บาท/ปี เงินออมครัวเรือนเฉลี่ยเพิ่มขึ้นจาก 30,994 บาท/ปี เป็น 104,103 บาท/ปี ทำให้สภาพความเป็นอยู่ดีขึ้นจากเดิมร้อยละ 85.46 กลุ่มตัวอย่างมีโอกาสทางการศึกษาดูงานและการฝึกอบรมมากขึ้น กลุ่มตัวอย่างมีความพึงพอใจในโครงการด้านการฝึกอบรมในระดับมาก โดยมีความพึงพอใจลำดับที่ 1 ได้แก่ ความรู้ที่ได้รับจากการฝึกอบรม ลำดับที่ 2 ได้แก่วิทยากรเต็มใจที่จะให้ความช่วยเหลือแก่ผู้เข้ารับการฝึกอบรม และวิทยากรเปิดโอกาสให้ซักถามและแลกเปลี่ยนความคิดเห็น

Abstract:

The objectives of this study are to understand the social and economic impacts of Career Development Program implemented by Mae Moh Power Plant under the Power Development Fund, on community members in localities affected by the Power Plant operation, and to assess the satisfaction of the participating community members with the operation of the Community Projects under Career Development Program implemented by Mae Moh Power Plant and supported by the Power Development Fund. The needed information was collected from 370 individuals who participated in this Career Development Program in 2015, distinguishable into 260 participants in agricultural development project and 110 participants in training project. The analysis was performed upon the results of descriptive statistics and Likert’s scale rating.
In agricultural development project, the male and female participants were about equal in number. Typically, they were 49 years old on the average, married, with educational attainment lower than bachelors’ degree level, and employed as business employee and state enterprise worker. Most of them participated in swine raising sub-project and each participant received funding support on the average 226,582 baht. The next most popular sub-projects were cattle raising and fish raising in which each participant received averagely 237,327 baht and 213,962 baht funding support, respectively. The economic impacts of the Career Development Program on the participants in the area of agricultural development appeared positive. The participants had changed their main occupation from waged worker to farmer resulting in an increase in average household income from 214,902 baht per year to 328,018 baht per year, an increase in average household saving from 19,473 baht per year to 94,625 baht per year, and about 80 % improvement in their quality of life. They also got greater opportunities to take part in study visit and training activities. In terms of satisfaction with agricultural development project in the Career Development Program, they expressed the highest satisfaction with the fact that their income had increased after joining the project, followed by the fact that the staff of Power Development Fund provided assistance and coordination service for the operation of agricultural development project.
In training project, most participants were female. In general, the participants were averagely 48 years old, married, with educational attainment lower than bachelor’s degree level, and employed in the occupational category of general waged worker, state enterprise worker, and business employee. On the average, they had been members of the training project for two years. Each training session was attended by 27 participants on the average. The most popular training course was animal raising and animal disease prevention which took about two days. The economic impacts of this area of Career Development Program on the participants were also constructive as the participants changed their main occupation from general waged worker to farmer which enabled the increase in household income from 220,521 baht per year to 332,103 baht per year and the increase in household saving from 30,994 baht per year to 104,103 baht per year, and about 85.46 % improvement in their quality of life. They also had greater opportunities to take part in field study and training activities. Their satisfaction with the training project as a whole was rated as high. The most satisfactory aspect was the knowledge gained from training, followed by the resource persons who were willing to provide assistance to the participants and opened opportunity for the latter to raise questions and exchange opinions.
