บทคัดย่อ (THAI):
|
การค้นคว้าแบบอิสระฉบับนี้มีวัตถุประสงค์เพื่อศึกษาวิธีการจัดการภายในฟาร์มโคนม และศึกษาการวิเคราะห์ต้นทุนและผลตอบแทนทางเศรษฐศาสตร์ของฟาร์มโคนมแห่งหนึ่งของเกษตรกร ผู้เลี้ยงโคนมแห่งหนึ่ง ในเขตอำเภอสันทราย จังหวัดเชียงใหม่ โดยต้นทุนของการดำเนินงานธุรกิจฟาร์มโคนม ได้แก่ ต้นทุนคงที่ ต้นทุนผันแปร และต้นทุนทางอ้อม ส่วนผลตอบแทนของดำเนินงานธุรกิจฟาร์มโคนม ได้แก่ ผลตอบแทนทางตรงจากการจำหน่ายน้ำนมดิบ และผลตอบแทนทางอ้อมจากการลดการนำเข้าน้ำนมดิบจากต่างประเทศ การจำหน่ายผลิตภัณฑ์อื่นๆนอกเหนือจากน้ำนมดิบ เช่น รายได้จากจำหน่ายลูกโคเพศผู้ รายได้จากการจำหน่ายแม่โคคัดทิ้ง และรายได้จากการจำหน่ายมูลโค
ผลการศึกษาในกรณีฐาน (Base Case) เมื่อให้อายุของโครงการเท่ากับ 10 ปี พบว่าอัตราผลตอบแทนภายในทางการเงิน (FIRR) และผลตอบแทนภายในทางเศรษฐศาสตร์ (EIRR) มีค่าเท่ากับ 18.24% และ 54.75% ตามลำดับ มากกว่าอัตราคิดลด (Discount Rate) ที่ 7% นอกจากนี้มูลค่าผลตอบแทนทางการเงินปัจจุบันสุทธิ (FNPV) กับมูลค่าปัจจุบันสุทธิทางเศรษฐศาสตร์ (ENPV) มีค่าเท่ากับ 1,390,087 บาท และ8,186,800 บาท ตามลำดับ สามารถสรุปได้ว่าโครงการนี้มีความคุ้มค่าในการลงทุน
ในการวิเคราะห์ความไหวตัวต่อการเปลี่ยนแปลงของน้ำนมดิบ ซึ่งเป็นการวิเคราะห์ผลกระทบที่มีต่อผลตอบแทนสุทธิของน้ำนมดิบ เมื่อต้นทุนและผลตอบแทนมีการเปลี่ยนแปลงไปจากเดิม พบว่าการเพิ่มขึ้นของต้นทุน และการลดลงของผลตอบแทนในทุกกรณีมีความคุ้มค่าต่อการลงทุน สามารถทนต่อความเสี่ยงได้ทุกกรณี โดยทางการเงินนั้นต้นทุนผันแปรสามารถเพิ่มได้สูงสุด 32.70% และผลตอบแทนสามารถลดลงได้ต่ำสุด 20.50% ส่วนในทางเศรษฐศาสตร์ต้นทุนผันแปรสามารถเพิ่มได้สูงสุด 194.33% และผลตอบแทนสามารถลดลงได้ต่ำสุด 60.30%
ดังนั้นเพื่อให้โครงการดังกล่าวสามารถดำเนินไปได้อย่างยั่งยืนต่อเนื่อง ทางรัฐบาลควรให้การสนับสนุนแก่โครงการดังกล่าว โดยการกำหนดนโยบายเพื่อรองรับปริมาณน้ำนมดิบที่เพิ่มขึ้น เช่น การหาตลาดแหล่งใหม่ เพื่อกระจายน้ำนมดิบสู่ตลาดให้มากขึ้น รองรับความเสี่ยงในกรณีที่น้ำนมดิบล้นตลาด ทำให้สามารถรักษาระดับราคาน้ำนมให้อยู่ในระดับที่เหมาะสม เป็นต้น

Abstract:

This independent studied investigated internal management and economics cost-benefit of private diary farm in Sansai district, Chiang Mai province, using assumption that diary farm operational cost consisted of operation fixed costs, variable costs and indirect costs while benefit from diary farm operational consisted of direct income from fresh milk business and indirect benefit from reduced country’s fresh milk import along with another benefit such as income from male calf sold, income from old cows sold and income from cow manures sold.
When setting project’s duration at 10 years base case studied result shown that Financial Internal Rate of Return (FIRR) and Economics Internal Rate of Return (EIRR) was 18.24% and 54.75% respectively which is exceeded 7% discount rate. While Financial Net Present Value (FNPV) and Economics Net Present Value (ENPV) was 1,390,087 baht and 8,186,800 baht respectively which leaded to the conclusion that this project had exceeded its break even point.
In sensitivity analysis which is an assessment of impacts to fresh milk business net return when cost and benefit had been changed. The result shown that this project had a sustainable from increasing cost or deceasing income risks. The detail studied shown this project still financial worthwhile even in the case that its costs has 32.70% increased or its income has 20.50% decreased while still economics worthwhile even in the case that its costs has 194.33% increased or its income has 60.30%.
Finally this studied suggested that government should continue to provide support to this project by issuing a policy to support increased amount of raw milk product such as finding new distribution channel to eases the excess supply risk in order to stabilize raw milk market price. Lead to sustainable growth of country’s diary industry.
